Drayage and Intermodal
The CARB Drayage Truck Regulation reduces emissions from diesel engines
associated with the movement of goods in California Ports and Railyards.
Drayage trucks are defined by the following criteria:
• On-road trucks hauling containerized cargo
• Drayage trucks that are diesel-fueled
• Trucks over 33,000 GVWR / Class 8

Compliance Deadlines
Phase 1 - By Dec 31, 2009:
• Pre-1994 MY engines will be prohibited
• All drayage trucks must be equipped with:
° 1994-2003 model year engine and a Level 3 (PM)
retrofit, or
° 2004 or newer model year engine
Phase 2- By Dec 31, 2011:
• All 2004 model year engines must be equipped
a Level 3 (PM) retrofit
Phase 3- By Dec 31, 2012:
• All 2005-2006 model year engines must be equipped
a Level 3 (PM) retrofit
Phase 4- By Dec 31, 2013:
• All drayage trucks must be equipped with:
° 1994 or newer model year engine that meets or exceeds 2007 model
year California or federal emission standards
