Applicability:
• All persons, businesses or government agencies that own, lease,
rent, operate or sell a vehicle in the state.
• On-road heavy-duty diesel fueled vehicles over 14,000 GVWR and higher: Diesel trucks, buses, yard
trucks with off-road certified engines, and diesel fueled shuttle vehicles of any GVWR.
• Out-of state vehicles that enter into California.
• Exempt: Military tactical vehicles (in-combat), emergency vehicles,
vehicles with 2007 and newer engines, personal use vehicles (pickups and
other vehicles under 14,000 lbs GVWR).
